VALORAQUA successfully completes phase 1 of the PCP-WISE project

We are thrilled to announce the successful conclusion of VALORAQUA Phase 1 for PCP WISE. PCP WISE is an EU pre-commercial procurement project of water management innovations for climate resilience. Together with the consortium partners, Nazka traveled to a sunny Helsinki to present the concept of a water and climate intelligence platform for droughts and flood risk monitoring across Europe.

Bringing climate intelligence to the end-user: Nazka’s role

PCP WISE plays a key role in advancing the European Green Deal’s objectives by enhancing the use of Environmental Observation (EO), data and products. Togehter with our project partners, we designed VALORAQUA. The VALORAQUA solution is a cloud-native, modular decision-support platform designed to help public authorities tackle severe environmental challenges like droughts, flooding, urban heat stress, and long-term climate adaptation. While our consortium partners focus on the heavy-lifting physics and AI modelling engines behind the scenes, Nazka's role is the design and development of the front-end toolkit and the scalable cloud infrastructure on which it runs.


We are responsible for creating a multilingual, fully responsive, map-based environment that serves both technical and non-technical stakeholders. Our work focuses on building three principal components:


  • Configurable dashboards: Custom workspaces tailored to specific crisis scenarios (like urban floods or rural droughts) for targeted users like crisis room operators, hydrologists and policy makers, that aggregate key performance indicators, weather forecasts, and interactive map layers.
  • Data catalogue: A technical repository allowing users to easily inspect, explore, connect and export Earth observation datasets and risk products via standard APIs and data formats.
  • Management module: An administrative hub where organizations can easily govern users, allocate roles, and customize their spatial alert settings.

In the prototype dashboard for urban flood crisis management, you can see how an operator can grasp a complex situation at a glance. The map highlights which neighbourhoods are inundated, which critical infrastructure is affected, and how water levels evolve over time. Around the map, graphs, indicators and alert panels show where thresholds are exceeded, helping the crisis team quickly decide which areas need priority and which measures to take first.


From Helsinki blueprint to Phase 2 realization

To mark the conclusion of this initial stage, the consortium traveled to the Finish capital Helsinki to present the overall system architecture and mock-ups. We are proud to share that our work in Phase 1 was evaluated successfuly. This critical milestone validates our collective technical roadmap and officially clears the path for the VALORAQUA consortium to submit its proposal for Phase 2.


Moving forward, Phase 2 will shift our focus from conceptual blueprinting to active software development and system integration alongside our partners SingularLogic, CARTIF, Sumaqua, and AgroApps. For Nazka, this means turning our interactive front-end designs into a fully functional web application using advanced mapping technologies and cloud-native geospatial standards. We are eager to build the operational interfaces that will soon empower European water management authorities to make critical, data-driven decisions.
